Federa is played on a square grid of 13 horizontal and 13 vertical lines. Pieces are placed on their intersections, also called points. Smaller boards can be used for a shorter game, while larger boards can be used for a deeper game.
There are two players in the game: the first player controls the Dark pieces and the second player controls the Light pieces. Each player has an unlimited supply of round stones and square tiles.

| Objective |
|
The goal of the game is to fill the whole board with pieces of your color. The first player who achieves this objective wins the game. |

A group is a set of orthogonally connected pieces which have the same color and the same shape. A group is bounded if none of its pieces is orthogonally adjacent to an empty point. The edge of the board counts as a boundary. A piece covets a group if it is orthogonally adjacent to at least one piece in that group, and its color and shape match one of the cases shown in the following diagram:

The game begins with an empty board. Players move alternately, starting with the player controlling the Dark pieces. Since the first player has an advantage, the pie rule is used to make the game fair. This rule allows the second player to switch colors as his first move. On each turn a player performs one of the following actions:
To convert a group, count the distinct adjacent pieces which covet that group. If the moving player has more coveting pieces than the opponent, the moving player may convert the group. If both players have the same number of coveting pieces, only the owner of the group may convert it. When a group is converted, all pieces in that group are replaced with the piece which covets that group. Below is an example of a legal conversion:
Below are examples of positions where conversion is not possible:
If a player has no legal move, the turn is skipped. |
